The bathroom design process in a Cypriot home, step by step
How a bathroom project runs in Cyprus from survey to sign-off: the stages in order, what actually governs the timeline, and where schedules slip.

The build is the short part. On site a Cypriot bathroom is roughly nine trade visits — strip-out, plumbing first fix, electrical first fix, tanking, screed and falls, tiling, plumbing second fix, electrical second fix, glazing and decorating — typically spread over two to three weeks. The design and procurement stage in front of that usually takes longer than the build itself, and it is the stage that decides both the final cost and whether the sequence runs without stopping.
Almost every bathroom that overruns in Cyprus overruns for the same reason: a decision that belonged in the design stage was left until a trade was standing in the room waiting for it.
Overview and timeline
Two clocks run at once, and only one of them is visible.
The trade clock is short and rigid. Those nine visits have to happen in order, each one depends on the last, and every gap between them is dead time on site. Two to three weeks is normal for a single room where nothing has to be waited for.
The procurement clock is long and elastic, and it governs everything. Sanitaryware, brassware, shower glass and most tile are imported, and a single back-ordered item stops the sequence at whichever stage needs it. A basin that arrives late holds second fix; a tile that arrives late holds everything from tiling onwards, because the trades behind it cannot start.
The design work sits in front of both. A survey, alternative layouts, a full specification and setting-out drawings are what allow the whole order to be placed in one batch — the only reliable way to keep the trade clock short. That work is normally charged by floor area rather than by the hour.

Season matters at the margins. Around Ayia Napa and that coast, refurbishment is concentrated into November to March, which is also when tilers, glaziers and fabricators across the island are hardest to book. A domestic bathroom scheduled into that window competes with commercial work that has a fixed reopening date.
Before you start
Five things are worth establishing before anything is drawn, because each of them can invalidate a layout after it has been designed.
Where the drainage runs, and how much floor build-up exists. In a concrete-frame apartment there is usually no void beneath the floor, so moving a WC means either building a step or running the soil pipe into an adjacent space. This single fact eliminates most of the layouts people arrive with.
What the building is. Much of the stock in the Nicosia suburbs dates from the 1970s to the 1990s, and in that construction the pipework and wiring behind the tiles are usually at the end of their service life. A refit in that stock is a replumbing and rewiring job with a bathroom on top of it, not a change of finishes, and pricing it as the latter is where budgets fail.
What is external and what is internal. Replacing fittings and finishes inside an existing bathroom sits outside the permit regime. Structural alterations, changes to external appearance and changes to drainage do not, and in an apartment block the management regulations usually govern anything visible from outside — a new window, a relocated extract terminal, a condenser position. The Department of Town Planning and Housing sets out the permit scope; the block's own regulations sit on top of it.
How the material reaches the room. On the hillside plots around Peyia, steep approach roads limit delivery vehicle size, which in practice limits slab formats, one-piece shower trays and freestanding baths. Measuring the access route, the stair turn and the door width belongs at the start, not on delivery day.
How the work will be invoiced. Renovation and repair of a private residence that has been in use more than three years can attract the reduced VAT rate of 5% rather than the standard 19%, provided the value of the materials does not exceed 50% of the value of the services. That condition changes how a contract is best structured — a supply-and-fit arrangement and a client-supplied-materials arrangement are not equivalent — and the Tax Department publishes the current conditions.
The stages in order
Survey and services check
Measured survey of the room, the soil stack position, the incoming water and its pressure, the consumer unit and spare ways, the ceiling void and the existing extract route. In older blocks this stage should also establish whether the pipework is being replaced, because that answer changes the budget more than any finish decision that follows.
Layout options against the drainage
Alternative plans, each tested against where the waste can actually go. The layout is settled here and not revisited — every later stage is drawn from it.
Specification and schedule
Sanitaryware, brassware, shower valve and its required pressure, tile with format and finish, glass, lighting, extract fan and any heated element, listed with model references. Near the coast, and directly in exposed locations such as Kato Paphos, concealed fixings and frames are specified marine-grade or galvanised at this point rather than substituted later.
Setting-out drawings
Tile setting-out on each elevation, niche positions and sizes, the fall to the drain, socket and switch positions, luminaire positions, and the exact height of every fixing. This is the drawing the trades work from, and its absence is why tile cuts land badly and a niche ends up half a tile off centre.
Procurement in one batch
Everything ordered together, with a breakage allowance on tile, and delivered and checked before strip-out begins. Tile batches vary, and a shortfall made up later from a second batch will read differently on the wall.
Waterproofing and the trade sequence
Strip-out, plumbing first fix, electrical first fix, tanking, screed and falls, tiling, plumbing second fix, electrical second fix, glazing, decorating. A bonded waterproof membrane behind and beneath the tiling in the shower area is the standard wet-area specification, and it is inspected before tiling starts because it cannot be inspected afterwards.
Glazing, snagging and documents
Shower glass is surveyed after tiling, never before, because the finished dimension is what it is made to. Snagging follows, then the paperwork.
Where projects usually slip
Strip-out starting before the materials have landed. The most common cause of a short trade sequence stretching into months. Once the room is stripped, every delivery delay is paid for in idle trades and an unusable bathroom.
Tile setting-out decided on the day. Resolved with the tiler in the room, it produces the awkward cut in the most visible corner. Decided on an elevation drawing beforehand, it costs nothing.
Ventilation treated as second-fix. The extract route, its duct size and its terminal position are first-fix decisions, and in a humid location they are not optional. Around the Larnaca salt lake, at Oroklini, ambient humidity is consistently higher and it shows up in damp-proofing and ventilation specifications rather than in the tile choice.
Moving the WC by a small amount. There is rarely such a thing. Either the soil connection works from the new position or a build-up is required, and the build-up changes the door swing, the threshold and the tile setting-out.
Electrical decisions taken after first fix. A heated mirror, an underfloor mat, a niche light or a shaver socket added after the walls are closed means chasing a finished wall. Alterations to the installation are carried out and certified by a licensed electrician, and the certificate is what the supply authority relies on, so late additions also mean re-issuing paperwork.
Assuming the design fee is the variable to cut. It is the smallest line in the project and the one that governs the others: sequencing, procurement and setting-out are what keep the trade visits consecutive.
What you sign off
A bathroom project is complete when a defined set of documents exists, not when the room looks finished. The set is short:
- A dimensioned layout plan and tile setting-out elevations, as built.
- The sanitaryware, brassware and tile schedule, with model references and the batch supplied, so that a replacement years later matches.
- The electrical layout, plus the installation certificate from the licensed electrician who carried out the alterations.
- The waterproofing extent — what was tanked, with what system, and to what height — recorded before it was tiled over.
- The invoice showing the VAT treatment applied and the basis for it.

Common questions
Does a bathroom refit need a permit in Cyprus?
Replacing fittings and finishes inside an existing bathroom, with no change to structure, layout or external appearance, sits outside the permit regime. Structural alterations, changes to drainage and anything that alters the exterior do not, and an apartment block's own regulations may govern more than the permit rules do. The Department of Town Planning and Housing publishes the scope.
How long does the design stage take?
It is governed by procurement rather than by drawing. The survey, layouts, specification and setting-out drawings are the quick part; establishing lead times on imported sanitaryware, tile and glass and getting everything on site before strip-out is what sets the date.
What VAT rate applies to a bathroom renovation?
The reduced rate of 5% applies to renovation and repair of a private residence that has been in use for more than three years, provided the value of the materials does not exceed 50% of the value of the services. Otherwise the standard rate of 19% applies. The Tax Department publishes the conditions, and the way the contract is structured determines which rate the work falls under.
Can the WC be moved to the other side of the room?
Sometimes, and it is a drainage question rather than a design one. In a concrete-frame apartment with no floor void, the options are a raised plinth to achieve the fall, a macerator, or leaving the connection where it is. It belongs at survey stage, because every layout drawn afterwards depends on the answer.
Who certifies the electrical work?
A licensed electrician carries out and certifies alterations to the installation, and that certificate is what the supply authority relies on. It is worth obtaining at completion rather than months later, and it is the document most often missing when a property is subsequently sold or let.
